Here is a much better Tazer which is portable and you can make it yourself with a 3D printer and a fluorescent tube ballast from a small 12 volt desk light.

I designed the plastic parts with TinkerCad, a free 3D printer program, took a few days to get the hang of it, but it works fine for simple designs like this. If you want to reduce the spark strength, just add a resistor across the end and adjust the value till you get the spark you want. You could also adjust the input battery voltage to vary spark output. Spark is a lot smaller if you only use 3 batteries.

With a Google search I found a guy who made one out of “Cattle Prod” parts. I haven’t tried it myself but it looks like it would work. There are lots for sale on Amazon.
